Biography of the Minister of Foreign Affairs the Hon. Winston Dookeran: Minister Winston Dookeran spent some fifteen years as a lecturer at the Department of Economics at the University of the West Indies. He was a former Minister of Planning and Mobilization in 1986 and also served as Acting Prime Minister. Minister Winston Dookeran has worked as a Senior Economist at the United Nations Economic Commission for Latin America and the Caribbean (UNECLAC).
He served as a member of the Executive Board of the Inter-American Development Bank (IADB) and as Governor of the Caribbean Development Bank (CDB).

Minister Dookeran is also a former Governor of the Central Bank of Trinidad and Tobago (CBTT) having served between 1997 to 2002. The Minister attended the University of Manitoba, Winnipeg, Canada, where he graduated with a BSc. in Economics. It was there that he made his first entry into politics and served as the President of the University of Manitoba Students' Union. He subsequently attended the London School of Economics, where he obtained his Masters Degree in Economics. Minister Winston Dookeran served as Minister of Finance from 28th May, 2010 to 22nd June 2012.
