Trinidad and Tobago Government News: PCA: evidential gaps in police shooting case PCA: evidential gaps in police shooting case ================================================================================ 18 July, 2012 05:39:00 July 18, 2012: The Police Complaints Authority (PCA) has thoroughly reviewed the police file on the fatal shootings by members of the Trinidad and Tobago Police Service of Nkosi Borde, Haydyn Keith and Nigel Eminess and has found evidential gaps, which have to be addressed by the police in its further investigation of this matter. The PCA believes there is other relevant evidence, which should be obtained by the police in order to ensure that this investigation is complete, fair and thorough. The PCA has officially written to the Commissioner of Police (CoP), Dwayne Gibbs and the Director of Public Prosecutions (DPP), Roger Gaspard S. C. advising of its findings on this file. In its communique to both the CoP and the DPP, the PCA has clearly stated that at this time there is no suggestion of any wrongdoing on the part of the police officers involved in this shooting incident and that no inference is being made about the findings by the PCA that there is evidence, which ought to be obtained by the police to ensure there is a full and fair investigation of the matter. In the letter to the CoP, the PCA itemizes specific material it deems important and relevant to this investigation. The PCA has also indicated in its letter to the DPP, its willingness to forward its findings and recommendations on this investigation, as is consistent with its statutory obligations. The PCA will continue to actively monitor and audit this investigation until it assured that the evidential gaps in this case are filled.
